I think it has something to do with the PHP version installed/run in your version of WAMP.
I had the exact same issue with the exact same Theme/Plugin installation.
- I was using an older version of ServerPress (DesktopServer) which I use for a Localhost.
- I upgraded to the latest (free) version which runs/uses the latest version of PHP and the problem was solved.
