Parent Child field

I have successful created dropdown field through parent child relationship.

However, if I create a new child post. I must publish this post then I am able to enter the parent field. Is it possible to enter the parent filed without publish?

If it's not possible, is there a dropdown (select ) custom filed which can grab the list from other custom post types or taxonomies?
