Dear Josh,
Product pages are just a type of posts and Layouts already support this. I checked and when I add a new Layout and assign it to Products it works and is displayed on the product edit page.
Please go to http://wp-types.com/my-account/downloads/ and test this with latest beta of Layouts (near the bottom of the list).
In any case, we're releasing an update for entire Toolset in a couple of days so please test it then and come back if it still doesn't work.
