I think I've figured this out. Putting the fields in question under Types control doesn't expose them to views/templates, but if I then create a User Meta field group, I can add these fields to that group, and that will expose them.
Seems to be working this way, but can you please confirm that I've gone about this correctly? If so, you can mark this thread as resolved.
