I must say I never thought about this, but yes, you can achieve it using views. As you know, any view allow you to insert any kind of CSS or JScript code.
The thing you need to do is to create a custom post type to store menu items. Then you should create this view, you are able to customize it as you want also adding some filter if you want. Remember you should insert CSS and JS code in the properly section of the view.
So, you can show this view in the header by code, directly in the theme file, or in a sidebar.
