I've done testing for this on my business website, test domain on same server of MacHighway, and completely different domain/server at GoDaddy with the same issue. For this support question I will test on my test domain that has a brand new copy of wordpress installed on it and absolutely nothing else. The ONLY plugin is Types.
I create a Types User Field that is a URL. I name it "instagram" (or anything really). Then I go to my users and test the field via my own admin profile and it works. It accepts something like http://wp-types.com. BUT, then while I'm logged in as admin I go to another users profile and try to change that new field and it will not accept an http://. It immediately forwards me to:

You don't have permission to access /test/wp-admin/user-edit.php on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

Now, if I type a plain word into that field like "hey" then it saves no problem. But it won't allow me to save a url?
Since this occurs in FRESH installations with no other plugins enabled or installed and testing on different domains and servers with the same results…. this is either a major bug being overlooked somehow (doubtful) or there is some form of php.ini setting that is blocking this. It's a very strange error but I've tested it EXTENSIVELY and can't find a solution. Please advise. I would be MORE then happy to provide any access needed.
Ps. You guys should consider selling support for the types plugin. I would have been more then willing to pay a fair fee to get my issue here prioritized and taken care of as quickly as possible. Purchasing the types plugin was not available and I didn't need the other plugins. If there is a 'donate' button anywhere and you solve my issue please be sure to tell me and I'd be happy to make a fair donation!
Thank you so much for hopefully a timely response
