Taxonomies disable add new & autocomplete

Hi,
I have couple taxonomies questions.
1. Category like (hierarchical): I like the content of Category can only be edited by Admin. The most end users can not add their own category.
2. Tags like (flat): I like the input from a preset auto-complete, is it possible?
