One more thing I noticed while playing with this: the file field automatically creates a hidden custom field with the slug _wpcf-field-slug-from-sort-order. This field does not have any WPML flag set. Setting the field to translate / be a duplicate / not translate does not resolve the problem. However, the fact this field is not being translated might be an indication that repeating file fields are not being translated correctly at all.
