I think there is a problem with how you implemented the Types field. I also assume your wpv-if is working OK as well as your Types field. So I suggest to change it into this:
[wpv-if field="smugmugpage" evaluate="!empty($field)"] <a target='_blank' href='[types field="smugmugpage" raw="true"][/types]'><strong>Click to view more images</strong></a> [/wpv-if]
